The ASEAN region is experiencing environmental challenges as wetlands and peatlands that once functioned as natural carbon sinks are increasingly becoming sources of greenhouse gas emissions. About 80 percent of these ecosystems have been damaged by human activities such as logging, draining, and land conversion for agriculture. The absence of a unified and coordinated management strategy risks undermining carbon reduction targets and threatens ecosystem services such as water regulation, biodiversity habitat, and resilience against extreme weather. Local communities depend on these ecosystems but face limited sustainable livelihood options, increasing environmental and socio‑economic vulnerability.

The EnCORE Wetlands project aims to fast‑track carbon reduction by protecting and restoring carbon‑rich wetlands and peatlands across ASEAN through pilot implementation and regional knowledge sharing. Pilot sites include Agusan Marsh Wildlife Sanctuary in the Philippines and Maludam National Park in Malaysia, where interventions will test peatland management approaches and restoration strategies. The project improves site management, enhances measurement of carbon stocks and emissions reductions, and promotes nature‑based economic opportunities, while supporting capacity development and science‑based decision systems, to advance wetland and peatland conservation in ASEAN.​
