The Indigenous Peoples' Biodiversity Strategy and Action Plan (IPBSAP) is a groundbreaking document formulated by and for Philippine indigenous peoples, representing the first-ever indigenous-led biodiversity strategy globally. The IPBSAP was developed through a consultative process beginning in November 2023, including National Roundtable Discussions, inter-regional consultations, and a writeshop in Sta. Fe, Nueva Vizcaya in July 2024, with participation from over 50 delegates representing 34 indigenous organizations and communities. The document was presented to DENR and NCIP in August 2024, with both institutions committing to support its integration into the national PBSAP. The IPBSAP recognizes that 96 out of 128 key biodiversity areas in the Philippines are located within indigenous peoples' ancestral domains and territories, affirming the critical role of indigenous peoples as custodians of biodiversity. The document articulates indigenous perspectives, commitments, and contributions to biodiversity conservation aligned with the Kunming-Montreal Global Biodiversity Framework targets, particularly Target 22 on participation and Target 23 on gender equality. It includes targets, indicators, and activities reflecting indigenous knowledge systems and practices (IKSP), traditional governance, and community-based conservation approaches. The IPBSAP was presented at COP16 in Cali, Colombia in October 2024, demonstrating global recognition of indigenous peoples' central role in biodiversity conservation.
