The LAWIN Forest and Biodiversity Protection System is a data-driven forest protection platform that integrates science-based assessment, user-friendly technology, and innovative monitoring tools to track the status of forests and biodiversity in the Philippines. Officially launched on March 10, 2016 at Fuyot Spring National Park, Isabela, through a partnership between DENR and USAID's B+WISER Program, LAWIN systematizes patrolling and monitoring using CyberTracker and SMART (Spatial Monitoring and Reporting Tool) open-source software to collect, analyze, and visualize patrol effort, threat detection, and forest condition data in real-time. LAWIN has been rolled out across 17 regions, 170+ forest conservation areas, and engages over 3,000 forest patrollers who have collectively covered more than 100,000 patrol kilometers. The system provides simultaneous access to information across national, regional, provincial, and field levels, enabling transparent and evidence-based decision-making on forest protection interventions. LAWIN has demonstrated measurable impact including nationwide standards for planning and patrolling, real-time feedback on protection effectiveness, up-to-date threat hotspot identification, and a downward trend in threats where implemented. The LEGIT (LAWIN Efforts with Greening Intervention by Tree Growing) project also integrates tree planting along patrol routes.
